Chapter I : General Provisions

Article 1 (Purpose)
The purpose of the General Terms and Conditions is to regulate matters relating to the management of domain names in accordance with Article 13 of the "Act on Internet Address Resources¡° (hereinafter referred to as the "Act").

Article 2 (Definitions)
(1) The definition of terms used in this General Terms and Conditions are as follows:
1."Authorized Agency (hereinafter referred to as "AA")" shall mean an internet address registration agency, accredited by the National Internet Development Agency of Korea (hereinafter referred to as "NIDA") to participate in the administration of internet address registration on behalf of NIDA in accordance with Article 2.6 of the Act.
2. ¡°Registrant" shall mean the holder of a registered domain name who uses the internet address in accordance with Article 2.4 of the Act.
3."Applicant" shall mean an individual or a legal entity applying for the registration of a domain name
4."Admin Contact" shall mean an individual or a legal entity who has been delegated, by the registrant, the authority to administer the domain name.
Article 3 (Scope of the General Terms and Conditions)
This General Terms and Conditions shall apply to all services related to the administration of .kr domain names.

Chapter 2 : Registration and Adminstration of Domain Names

Article 4 (Registrant Qualifications
¨çRegistrants must have a postal address of their place of residence in Korea.
¨èDomain names below the specific second level domains are registered according to their respective purposes provided in Appendix 1.
5 (Registration Requirements)
¨çRequirements for third level domains are as follows :
1.Letters of the Alphabet [A-Z] or [a to z], numbers [0-9], and hyphens are available for domain names.
2.A domain name shall contain a minimum of 2 characters and a maximum of 17 characters.
3.A domain name shall not begin or end with a hyphen.
¨èRequirements for second level domains are as follows :
1.A second level domain name must contain Hangeul characters (2,350 syllables). Letters of the Alphabet[A-Z] or [a to z], numbers [0-9] and hyphens are also available for second level domain names.
2.A domain name shall contain a minimum of 2 characters and a maximum of 17 characters.
3.A domain name shall not begin or end with a hyphen.
Article 6 (Responsibility of the Registrant)
¨çRequirements for third level domains are as follows :
1.LRegistrants shall ensure that all information in the registration record of a domain name is up-to-date, complete and accurate.
2.Upon registration of a domain name, it is the registrants' responsibility to take any necessary steps to avoid infringing on the rights of others, thereby violating the law.
Article 7 (Authorized Agencies for Domain Name Registration)
NIDA shall accredit authorized agencies to provide registration service on behalf of NIDA in accordance with Article 14.1 of the Act.
Article 8 (Application)
The applicant shall submit an application provided in Appendix 2 to NIDA via an authorized agency and provide the following information on the application :
1. the domain name applied for
2. the name and address of the applicant, a copy of the certificate and certificate number
3. the name, address and email address of the administrator
4. name server information
5. other information required by NIDA or AA
Article 9 (Registration)
¨çThe applications are registered in the NIDA database on a first come, first served basis. If applications are expected to be submitted simultaneously in bulk, NIDA may register the application by means such as drawing upon prior notification.
¨èNIDA has the right to restrict the registration of certain domain names for public interest and the stable management of the domain name system.
Article 10 (Modification of Registration Record)
¨çRegistrants can modify the registration record of their domain names through the authorized agency.
¨èUpon receiving a registrant's request to modify the registration record, NIDA shall update the registrant's information in its database.
Article 11 (Termination of Registration/Deletion of Domain Name)
¨ç NIDA is entitled to terminate the registration of a domain name in the following circumstances :
1.when a month has passed from the day that the registration record has been confirmed as being incomplete and incorrect
2.when a month has passed from the day that the registrant has requested for the deletion of the domain name
3.when the fees have not been paid up to one month after the expiration date
4.when a month has passed from the day that the registrant was confirmed to have failed to meet the requirements as described in Article 4 or 5
¨èAs provided in the foregoing Paragraphs 1 and 2 hereof, domain names are put on 'on-hold' status for a period of one month before deletion.
¨éThe domain name that are put on 'on-hold' status shall be restored only when appropriate actions are taken by the registrant to resolve the cause of the suspension of the domain name.
¨êWhen deleting a domain name in accordance with Article 1, NIDA or AA shall notify the registrant about the grounds of deletion by electronic mail or in writing.
Article 12 (Domain Name Dispute Resolution)
¨çThe Internet Address Dispute Resolution Committee(hereinafter referred to as the "Committee") shall receive applications for dispute resolution of domain names in accordance with the Internet Address Dispute Resolution Policy (hereinafter referred to as the "IDRP").
¨èUpon the committee's request to lock the registration record of the domain name, NIDA or AA shall lock the registration record of the domain name.
¨éNIDA or AA shall take appropriate actions in the following circumstances :
1.The settlement has been made by the Committee in accordance with Article 20.4 of the Act,
2.The determination under the IDRP has been finalized,
3.a court order has entered into final force.
Chapter 3 : Fees?
Article 13 (Fees)
¨çThe applicant or the registrant of a domain name shall pay domain name registration fees determined by each authorized agency to the authorized agency.
¨èThe authorized agency shall pay the maintenance fee for registration or renewal of domain names to NIDA, pursuant to Appendix 2 of the General Terms and Conditions.
Article 14 (Fee Reduction)
NIDA may reduce a part of or the entire domain name maintenance fee provided that such reduction is deemed necessary for the promotion of .kr domain names and internet utilization.
Chapter 4 : Accreditation, Management and Supervision of Authorized Agencies
Article 15 (Accreditation of Authorized Agency)
¨ç Candidates of authorized agencies shall qualify for the following requirements :
1.financial and technical capacity
2.suitability of business proposal
3.appropriateness of facility and equipment
4.other qualifications deemed necessary for the performance of domain name registration service
¨è NIDA shall determine the details of the accreditation date, requirements, and procedures and make ??? notifications when necessary.
Article 16 (Condition for Disqualification)
An entity, whose accreditation has been cancelled in accordance with Article 23, can only be re-accredited as the authorized agency after 2 years have elapsed from the date of cancellation.
Article 17 (Accreditation Committee)
NIDA shall form an Accreditation Committee comprised of experts in related fields, for the accreditation of authorized agencies
Article 18 (Term of Accreditation)
The term of accreditation will be one year from the date of accreditation.
Article 19 (Renewal of Accreditation)
NIDA shall renew the term of accreditation upon request of the authorized agency, on the condition that the following requirements were met :
1.AA has complied with this General Terms and Conditions and other related rules determined by NIDA; and
2.AA has complied with the Act, decree, and regulations in good faith.
Article 20 (Non-transferability of Registration Service)
AA cannot transfer its domain name registration service to a third party.
Article 21 (Merger of Corporations)
¨çA legal entity, wanting to become the successor of an authorized agency after merging with the authorized agency, is required to obtain the approval of NIDA in order to provide registration service to the public.
¨èNIDA shall assess the qualification of legal entities in accordance with Article 15.1.
Article 22 (Discontinuance of Registration Service and Liquidation of Legal Entity)
¨çIn case AA wishes to discontinue the registration service, AA shall inform its registrants and NIDA 30 days prior to its date of discontinuance.
¨èIn case of AA's liquidation (due to causes other than merger), the person in charge of liquidation shall immediately inform NIDA.
Article 23 (Cancellation of Accreditation and Suspension of Registration Service)
Article 22 (Discontinuance of Registration Service and Liquidation of Legal Entity)
¨çNIDA shall cancel the accreditation of the AA or suspend a part or all of the AA's registration service for a maximum period of 1 year.
¨èThe AA, whose accreditation has been cancelled in accordance with paragraph 1, shall immediately transfer all of its registration data to NIDA or another party designated by NIDA.
¨éNIDA may form a committee for the cancellation of AA accreditation or the suspension of a part or all of registration service in accordance with paragraph 1.
Chapter 5 : Protection of Registration Records and Facility
Article 24 (Collection of Registration Records)

¨çAA shall collect registration records described in Article 8.1 through 8.5, under the consent of the registrant.
¨èAA shall provide the information collected in accordance with the previous paragraph to NIDA, and state it in its registration policy.
Article 25 (Protection of Registration Records)
¨ç NIDA and AA shall not provide the information collected in accordance with Article 24 to a third party or use the information beyond the scope stated in the registration policy, except for the following cases :
1.domain name directory services provided by NIDA (WHOIS service)
2.as otherwise prescribed by any relevant act.
The scope of information provided in WHOIS is as follows :
1.domain name
2.name and address of the registrant
3.name, phone number and email address of the administrator
4.name server information
5.name of the authorized agency
6.registration date, latest date of modification, expiration date
Article 26 (Protection of Facilities)
NIDA will take the following measures to ensure the protection of its facilities :
1. protective measures against electronic infringement
2. protective measures against physical infringement
3. protective measures against possible disasters
4. administrative measures for the security of facilities
CHAPTER 6 : SUPPLEMENTARY PROVISIONS
Article 27 (Miscellaneous) For matters that are not specified in this General Terms and Conditions, the related rules determined by the president of NIDA shall apply.
ADDENDA
Article 1 (Enforcement Date)
This General Terms and Conditions shall enter into force on the date of authorization by the Minister of Information and Communication.
Article 2 (Transitional Matters Concerning Authorized Agencies)
Authorized Agencies accredited by NIDA at the time of entry into force of this General Terms and Conditions shall be respectively deemed authorized agencies accredited by NIDA as provided hereunder.
Article 3 (Transitional Measures Regarding Domain Names)
Domain Names assigned by NIDA at the time of entry into force of this General Terms and Conditions shall be respectively deemed Domain Names assigned by NIDA as provided hereunder.

In case of any discrepancy between this translation and the original Korean text, the Korean text shall govern.
